At the beginning of June 2013 the United Nationalities Federal Council (UNFC), an alliance representing 11 armed ethnic groups, took the unanticipated decision of withdrawing from the Working Group for Ethnic Coordination (WGEC). The WGEC had been formulating a framework that would focus on upcoming political dialogue including the agenda, the composition, the mandate, the structure, any transitional arrangements, and also its core principles.
